Another 460 homes could be added to a new housing estate, bringing the total up to more than 1,000.
Taylor Wimpey and Persimmon Homes said it would be the next phase of their Weir Hill development in Shrewsbury.
They have also included more than 11 hectares of parks, play areas, allotments, and walking and cycling routes in their plans.
People will be asked for their thoughts on the proposals before a planning application is submitted to Shropshire Council.
The development is just north of Picton Drive and Keevil Close, on the edge of Shrewsbury.
Taylor Wimpey said it wanted the homes to look like "a natural extension of Shrewsbury," with a mix of properties.
