Complaints have been made against a height restriction barrier which was installed on a beach road to stop campervans parking there.
PD Ports said it installed the gate at Redcar's South Gare last month due to a rise in anti-social behaviour and overnight stays on the peninsula.
George Wilson, who keeps supplies for work in a rented fisherman's hut in the area, said he was unable to gain access as his van "won't fit through".
Teesside's port authority said it could not comment directly on Mr Wilson's claims but noted that requests to lift the barrier had to come with adequate notice.
Mr Wilson said he typically used the cabin every night but had been "unable to do so now for more than two weeks", according to the Local Democracy Reporting Service.
He said he could not afford to replace his van with a car.
"There's been [straight forward] access for over 90 years," he said.
He said he had been told he needed to give the authority 48 hours notice to get the barrier lifted in order to access the hut.

PD Ports, which owns the land, said tenants and licensees were notified of the barrier's dimensions ahead of its installation.
It said it had also informed those with access rights to the land.
"While we recognise the new arrangements may take some time to get used to for those affected, we believe they balance the need for access with the availability of our security team to open the barrier on demand," a spokesperson said.
"Separate arrangements are in place for emergency services."
PD Ports' head Frans Calje previously said the decision to install the gate was not taken "lightly" and the body had received "a number of complaints" about anti-social behaviour and inconsiderate parking.
